Are you a seasoned health evaluation professional? Do you have an interest in strengthening primary care in Alberta by applying your scientific and evaluation expertise to help Albertans navigate their health journeys? Consider this opportunity to join Primary Care Alberta (PCA) and work as a member of the Health Intelligence, Evidence and Improvement (HIEI) team as an Evaluation Scientist. Reporting to the Scientific Director, Evaluation, Learning and Impact, this Scientist position advances the evaluation of primary care initiatives, programs and services. This includes: Leading the planning and implementation of evaluations for key priority initiatives/projects; Developing and testing innovative, scientifically sound, responsive evaluation approaches to address complex system issues using a human centred approach; Leading provincial teams and evaluation working groups to achieve work plan milestones and objectives; Contributing to advancing the responsive practice of evaluation in primary care; Seeking new ways to bring forward the voices of those often missed in more traditional evaluations to uncover systemic barriers to primary care; Contributing to provincial organizational evaluation capacity building efforts, including Communities of Practices, mentoring and consultative opportunities; Meaningfully partnering with individuals, primary care providers, social service agencies, foundations, provincial Agencies, Corporations, Universities, and communities to advance primary care programs and services; Guiding the development of evaluation tools such as frameworks, logic (or other visual) models, surveys, discussion guides, analytic plans, and work plans; and, Using innovative dissemination tactics to advance a primary care learning system.
Description:
The Scientist (Evaluation) is accountable for providing sound guidance, advanced methodological expertise, and leading implementation evaluations across Primary Care Alberta (PCA). The individual is responsible for ensuring that evaluations are conducted in a rigorous and ethical manner. The Scientist applies mixed- methods research guidance and advanced program evaluation knowledge about approaches and strategies to ensure alignment with organizational priorities and broader primary care vision/goals.

Master’s degree in health administration, community sciences, public health, or a related field. Advanced formal education and/or training in evaluation methods, theories and design (e.g., Certificate in Program Evaluation; Completion of E-Institute Courses offered through the Canadian Evaluation Society). Experience and knowledge of evaluation in primary and/or community care environments. Three to five years' experience with independently leading medium to large scale projects. A sincere willingness to be an authentic team player and contribute to HIEI’s advancement as a department and to PCA’s overall vision/mission/values in its early years.

Preferred Qualifications:
Ph.D. preferred; Credentialed Evaluator status; Requires exceptional verbal, written and listening skills to comprehend, create, communicate, and translate complex concepts and options. Ability to foster a climate of cooperation amongst, and build solid relationships with, government ministries, public agencies, corporations (including the newly announced Primary Care Corridors), boards, committees and other partners.
