Primary Care Alberta (PCA) is seeking a dynamic leader for the role of Executive Lead, Public Health, Communicable Disease Control & Screening. Reporting to the Chief Executive Officer, the Executive Lead, Public Health, Communicable Disease Control & Screening (Executive Lead), is a executive leader within Primary Care Alberta (PCA) and a member of PCA’s Executive Team. The Executive Lead provides strategic vision, executive leadership, and operational oversight for public health, communicable disease control, and population-based screening programs across Alberta. This role will champion evidence-based and transformational initiatives that strengthen system integration, support healthcare providers, and address health inequities across populations and communities. The location of this provincial role is negotiable within Alberta. Please note that the salary structure for this position is under review and the starting salary will be less than the band maximum. Description:

The Executive Lead, Public Health, Communicable Disease Control & Screening (Executive Lead), leads over 2,800 staff, and is responsible for providing strategic vision, executive leadership, and operational oversight for public health, communicable disease control, and population-based screening programs across Alberta. This role leads the development, implementation, integration, and evaluation of these programs and services, ensuring that evidence-informed practice, innovation, quality improvement, and sustainability are embedded across all areas of responsibility. This role contributes to organizational strategic priorities, short and long-term strategic and operational plans, business plans, and provides leadership input into budgeting, resource allocation, and capital planning processes. The Executive Lead is accountable for assessing population and public health needs, aligning resources and capacity with provincial priorities, and advancing strategic initiatives that support organizational objectives. This includes responsibility for the prudent use of physical, human, and financial resources, in addition to PCA investments. The Executive Lead develops cooperative and collaborative relationships with a range of internal and external partners to achieve organizational goals. This includes government ministries, healthcare organizations, community partners, and the public to advance provincial public health priorities, to address health inequities across populations and communities, and improve public health.

Required Qualifications:

A minimum of a graduate degree in health care management, public health, business administration or a related health care field. Proven senior leadership experience in a healthcare environment, including a minimum of five (5) years in a senior management role leading in one or more of the following areas: population and public health, clinical services, or healthcare operations. Public health experience (maternal/child, early childhood, population health, communicable disease control, population-based screening programs). Equivalencies of education and experience will be considered.

The successful candidate has demonstrated ability to apply strategic thinking, considering long-term objectives while effectively assessing options, risks, and implications to support sound decision-making, and has the ability to lead and manage change, developing innovative solutions to address complex and multifaceted issues within a dynamic environment. This person is experienced in leading and implementing large-scale initiatives with multiple partners, including oversight of evaluation, quality improvement, performance measurement, and ongoing monitoring to ensure accountability and continuous improvement while successfully managing diverse human, financial, and physical resources. Must possess well-developed leadership capabilities, including sound decision-making, coaching and mentoring skills, and the ability to inspire, engage, and build confidence in others. An effective communicator with strong organizational skills, a client-focused orientation, and a demonstrated commitment to delivering high-quality, sustainable services, this leader demonstrates a proven ability to build and sustain effective partnerships, foster collaboration across stakeholders, and achieve organizational objectives within large, diverse, and unionized environments.


Preferred Qualifications:

Undergraduate in the nursing field is preferred. Experience supporting/leading large projects within a large healthcare organization is preferred.
